Field rules and bias in random surveys with quota samples : an assessment of CIS surveys

Surveys applying quota sampling in their final step are widely used in opinion and market research all over the world. This is also the case in Spain, where the surveys carried out by CIS (a public institution for sociological research supported by the government) have become a point of reference. The rules used by CIS to select individuals within quotas, however, could be improved as they lead to biases in age distributions. Analysing more than 545,000 responses collected in the 220 monthly barometers conducted between 1997 and 2016 by CIS, we compare the empirical distributions of the barometers with the expected distributions from the sample design and/or target populations. In this article, we aim to study the impact on dividends policy of gender diversity on the board of directors (hereinafter BD). We hypothesize that the proportion of women directors, the proportion of independent, institutional, and executive female directors, and the percentage of shares held by female directors on BD, have an impact on the dividends policy of Spanish companies. Our findings, analyzing the whole sample, show that the proportion of female directors and shares held by female directors are positively associated with dividend payout, while the percentage of institutional female directors has a negative impact. In this empirical study, we investigate the variation in firms’ response to institutional pressure for gender-balanced boards, focusing specifically on the preservation of prevailing practices of director selection and its impact on the representation of women on the board of directors. Using 8 years of data from publicly listed Nordic corporations, we show societal pressure to be one of the determinants of female directorship. Moreover, in some corporations, the director selection process may work to maintain “a traditional type of board”. The sixth principle of the Charte de la Ligue Internationale de l’Education Nouvelle of 1921 emphasizes the concept of coeducation. The definition of this concept provides interesting insights to launch a proactive debate on the need to increase the male presence in primary school teaching staff. First of all, some results of empir- ical research that support the request to increase the number of male teachers in the primary school are displayed. Secondly, the most significant measures adopted by some States to promote the figure of the male primary school teacher are described. Finally, a few proposals are made on what could be done in Italy.

Il sesto principio della Charte de la Ligue Internationale de l’Education Nouvelle del 1921 pone l’accento sul concetto di coeducazione. La definizione di questo concetto fornisce spunti interessanti per avviare un dibattito propositivo sulla necessità di accrescere la quota maschile nel corpo docente della scuola prima- ria. In primo luogo si espongono alcuni risultati di ricerche sul campo che avvalorano la richiesta di aumentare il numero degli in- segnanti maschi nel corpo docente della scuola primaria. In secondo luogo si descrivono le misure adottate da alcuni Stati per promuovere la figura del maestro di scuola primaria. Green taxes, quotas and equality : preserving social justice whilst averting climate change

The need for green fiscal reform is urgent in the face of climate change. Some oppose it, however, arguing that such reforms disproportionately burden poorer individuals whose emissions are far smaller than those of wealthier individuals. Defusing these criticisms, this paper argues that this is not an inevitable feature of green fiscal reform. We should adopt a more scientific attitude not only towards climate change but towards testing fiscal proposals to mitigate it, and avoid dividing, with rushed assumptions, responsible voters who care about both equality and climate change.
